This is a property of type String.

Certain sites call themselves open/free/libre/etc. or state that some of their resources are such. We have marked these sites as having an "open or free statement"---so they are marked "yes".

The allowed values for this property are:

• Allows value:=yes
• Allows value:=fair use
• Allows value:=no

If we could not find such a statement, then we marked the site with a "no".

In some instances regarding governmental sites, a government license is stressed in the "terms of use". The site's resources are also stated to be open or free for non-commercial or educational uses. In these cases, fair use* is being made explicit. Accordingly we have marked it so.

The "open or free statement" does not always correspond with actual openness of the resource. Here, we are more concerned with whether the site identifies itself as an open resource, regardless of whether the site's resource are actually open.
