[[CC Publisher]] has been dormant for a couple years but is still in use (based on support email and anecdotal stories).  We'd like to reboot/refresh the application to:

* Use [[liblicense]] for embedding tasks
* Support Python 2.5 and later
* Support the latest version of wxPython
* Simplify the plugin model, stripping out the ZCML based registration.
* Improved test coverage
